As the 2026 general elections approach, Mawogola North Member of Parliament Shartsi Musherure Kutesa is appealing to voters to renew her mandate, pointing to her track record of service delivery and a forward-looking manifesto focused on deepening community development and economic empowerment.

Musherure recently toured various Parish Development Model (PDM) beneficiary projects in Mwitsi and Kabarekera parishes in Rugushuru sub-county, where she witnessed firsthand the impact of government-led initiatives aimed at improving livelihoods. Expanding coffee plantations, thriving goat farms, and growing poultry businesses stood as clear evidence of how strategic support can transform rural economies.

“I am thrilled to see the remarkable changes happening in our community,” Musherure said during her visit. “The PDM initiative has empowered people economically, enabling them to improve their livelihoods. I appreciate President Museveni’s vision and leadership in driving this development.”

The Parish Development Model, launched by President Yoweri Kaguta Museveni, is designed to catalyze economic activity at the grassroots by supporting agriculture, small enterprises, and self-sufficiency. Musherure has championed the program in Mawogola North, actively mobilizing residents to participate and ensuring government resources are efficiently utilized.

Her strong advocacy for the initiative underscores a broader commitment to inclusive development, a core pillar of her manifesto which is not different from the ruling National Resistance Movement(NRM) to which she is a proud member. Among her proposed priorities are:

  • Enhanced agricultural support through training and access to markets.
  • Youth and women empowerment programs targeting entrepreneurship and vocational skills.
  • Improved infrastructure, including roads and access to clean water.
  • Better education and health services through strategic partnerships with NGOs and government agencies.

Musherure emphasized that her vision for the next term is rooted in continuity and innovation. “I am committed to building on the progress we’ve made and exploring new opportunities that will uplift every household in Mawogola North,” she said. “With sustained effort, we can reach even more people and unlock the full potential of our communities.”

It’s worth remembering that during a public rally held last week at Sembabule Playground in Sembabule Town Council, President Museveni praised Hon. Musherure for her dedicated efforts in promoting wealth creation among her constituents. He applauded her approach as a true reflection of effective leadership focused on empowering people rather than engaging in empty politicking or offering handouts.

President Museveni expressed satisfaction that many people had embraced the Four-Acre Model, noting that on his way to the rally he saw coffee plantations and milk collection centre’s. However, he stressed the need to complete the agricultural cycle by adopting irrigation and planting pasture to secure animal feed during dry spells.

In response, Hon. Musherure thanked President Museveni for his visionary leadership, which she said had greatly transformed the lives of the people of Sembabule through programs such as the Parish Development Model (PDM), Emyooga, piped water, and expanded electricity coverage. She acknowledged that challenges remain but expressed confidence that under the President’s leadership, they would be addressed.

The former Minister of Foreign Affairs, Hon. Sam Kutesa also used the same event to pay tribute to the President for delivering peace, stability, and the environment necessary for Uganda’s prosperity. He urged the people of Sembabule to rally behind President Museveni as the sole candidate in the forthcoming elections and to maintain peace and unity during and after the electoral process.

Hon. Kutesa also warned against internal divisions within the NRM party, noting that such bickering weakens the movement and gives adversaries an opportunity to infiltrate.
