Beatrice Balya Karungi Amooti, daughter of senior UPDF officer and NRA historical Brig. Gen. Amb. Ronnie Balya Ateenyi, has officially declared her bid for a seat in the East African Legislative Assembly (EALA), vowing to champion Uganda’s interests with patriotism and integrity.
Speaking during her declaration, Balya revealed that she is stepping forward to serve her people with humility and determination, invoking the proverb “Fetching firewood early saves much in the rainy season” to emphasize the importance of preparation and foresight in leadership.

“Our collective mission is clear, to ensure total representation and protection of Uganda’s interests on all global platforms. I bring with me a fresh and flexible mind, and above all, a patriotic heart dedicated to serving our beloved nation. I humbly request your prayers and support to enable me to deliver the excellent and dignified representation that Uganda deserves in EALA.” Balya told our reporter.

Balya, who described herself as ready to “receive guidance from esteemed predecessors and elders,” revealed that her manifesto will be officially launched on her social media platforms and invited Ugandans to engage with her vision for inclusive regional integration and development.
But Who Is Beatrice Balya Karungi?
Beatrice Balya Karungi hails from a family deeply rooted in public service. She is the daughter of Brig. Gen. Ronnie Balya Ateenyi, Uganda’s Ambassador to South Sudan and former Director General of the Internal Security Organisation (ISO). Her grandfather, the late Bishop Abel Kakyomya Balya, was the first African Anglican Bishop in East, Central, and Southern Africa, remembered for his pioneering role in education and missionary work.

Professional Background
A systems programmer and auditor by profession, Balya holds a Bachelor’s degree in Computer Science, a Diploma in Electrical Engineering, and a Professional Certificate in Business and Management from St. Lawrence University, Horizon Campus.
In her line of work, Balya has served as an Internal Auditor with the Ministry of Energy and Mineral Development, attached to the Rural Electrification Agency (REA). She has also worked with the National Identification and Registration Authority (NIRA) as a Systems Programmer as well as Orient Bank as a Relationship Manager.
Balya, who previously contested for the Kabarole District Woman MP seat in 2021, is widely recognized among colleagues as a passionate advocate for human well-being, infrastructure development, and efficient service delivery, values she says will guide her work at the regional legislative body if elected.
Balya now brings vast experience in public administration, financial auditing, and systems management, having served in both government and the private sector. Her professional background, spanning roles at the Ministry of Energy and Mineral Development, Rural Electrification Agency and NIRA, equips her with the technical expertise and governance insight needed to contribute effectively to policy formulation and regional integration within the East African Legislative Assembly.
Balya’s announcement comes against the backdrop of a distinguished family legacy. Her grandfather, Bishop Abel Balya, is celebrated for pioneering Christian leadership and education in Tooro and beyond, while her father, Brig. Gen. Ronnie Balya, has served Uganda in both military and diplomatic capacities since joining the liberation struggle in 1985.
According to political observers , Balya’s entry into the EALA race reflects a blend of youthful leadership, innovation and generational continuity, carrying forward her family’s commitment to public service.
