Hon Haruna Kasolo Kyeyune, the National Vice Chairman of the National Resistance Movement (NRM) in charge of the Central Region who also serves as the Minister for Microfinance, has issued a powerful charge to leaders in Mukono District, declaring that integrity, discipline, and a commitment to the people are non-negotiable pillars of leadership. He urged them to move beyond self-interest and empty promises.
Hon Kasolo made the call while addressing a major Mukono District Leaders’ Conference at Colline Hotel, Mukono. The conference united a broad spectrum of leaders, including NRM flag bearers for parliamentary and local government positions, Chairpersons at various levels, councilors, religious leaders, Headteachers, security officials, and business representatives.

The high-level meeting was attended by prominent figures such as Lt. Gen. Proscovia Nalweyiso, Assistant Inspector General of Police Moses Kafeero Kabugo (Director Human Resource Development and Training, Uganda Police Force), Hon. Rosemary Sseninde Nansubuga (Director for Mobilization, NRM), Hon. Barbara Nekesa Oundo (NRM National Treasurer), and several members of the Mukono Think Tank.

In his opening remarks, Mukono NRM District Chairperson Hajji Harunah Ssemakula welcomed attendees and praised Al Hajji Kasolo and other national officials for their ongoing guidance. He spotlighted significant government achievements in the district, notably in road infrastructure like the Mukono–Katosi–Nyenga Road and ongoing projects under the Greater Kampala Metropolitan Area Urban Development Program (GKMA–UDP). He also highlighted the establishment of numerous industries that have created jobs and boosted local revenue.
Mukono District Chief Administrative Officer (CAO), Mr. Henry Ddamba, stressed the duty of public servants to clearly communicate government programs and achievements to citizens. He stated that this transparency is in direct alignment with the NRM manifesto and helps the public understand how initiatives like the Parish Development Model (PDM) are utilizing government funds. He also called for full preparedness as the district readies to host the President of Uganda on an upcoming visit.
Resident District Commissioner (RDC) Hajjat Fatuma Ndisaba Nabitaka, in her remarks, thanked Al Hajji Kasolo and Gen. Nalweyiso for their steadfast support of Mukono’s residents. She urged leaders at every level to engage directly with their communities and educate them about government projects, including the construction of schools, health centers, and roads, and the rollout of empowerment programs like PDM and Emyoga.
Lt. Gen. Proscovia Nalweyiso appealed for strong unity among Mukono’s leaders, warning against internal divisions and rivalry. She emphasized that sustainable development and stability are only possible when leaders collaborate across political lines. She also pledged her support to all NRM flag bearers in the district and cautioned them against undermining each other.
Concluding the conference, Hon Haruna Kyeyune Kasolo reinforced the critical importance of moral conduct and honesty in public service. He advised leaders to make service delivery their top priority, shun selfish ambitions, and resist the temptation to make unrealistic pledges merely to win popular favor. “Leaders should tell the people the truth about what government has done and what it can do. Do not promise what you cannot fulfill,” he stated.
The conference served as a potent reminder to Mukono’s leadership to fully embrace integrity, unity, and transparency in their service to the public. With a clear and unambiguous directive from Hon Kyeyune Kasolo and other senior NRM officials, the call to action was resounding: leaders must collaborate, speak truthfully, and focus on delivering tangible development that transforms communities and fortifies the bond between citizens and their government.
