Dr. Sudhir Ruparelia, Uganda’s most prominent businessman and chairman of the Ruparelia Group, has long maintained a strategic relationship with Uganda’s government, a factor that many observers say has helped solidify his dominance in key sectors of the economy.
His close alignment with government priorities, particularly in real estate, banking, education, and tourism, has allowed him to not only thrive but also shape the business environment itself.

While Sudhir is known more for his boardroom presence than political posturing, his ability to maintain strong working relations with the government has been instrumental to his business success.

From the early days of the National Resistance Movement’s economic liberalization in the 1990s, Sudhir positioned himself as a key private sector player willing to complement public sector goals. This alignment has earned him both goodwill and strategic advantage.
Nowhere is this cooperation more evident than in the real estate sector, where Meera Investments—Ruparelia Group’s property arm—has become a dominant force in Kampala’s skyline. The company has won praise for rapidly responding to government calls for more commercial infrastructure and affordable housing, particularly in urban centres. Several government agencies and foreign missions rent space in Sudhir’s properties, signalling a deep level of trust and interdependence.
In education, the Ruparelia Group’s institutions—ranging from Victoria University to Kampala International School—have often aligned with the Ministry of Education’s goals to expand private education and improve access to international curricula. Sudhir’s institutions are frequently showcased as success stories in public-private partnerships, benefiting from regulatory support while offering modern educational alternatives to Uganda’s growing middle class.
Sudhir’s business clout has also translated into a form of economic diplomacy and partnerships. His hospitality businesses, including Speke Resort Munyonyo, regularly host high-level government events, international conferences, and presidential delegations. This positioning at the intersection of business and politics has enabled the Ruparelia Group to benefit from large-scale government-related contracts while enhancing Uganda’s image as a stable investment destination.
A notable example is the Speke Resort Convention Centre, a joint venture between the Ruparelia Group and the Uganda Development Corporation (UDC), the government’s investment arm. The facility features a state-of-the-art auditorium with a seating capacity of 3,800 to 4,400, 12 premium conference and breakout rooms, and a restaurant that can host between 700 and 900 guests. The Convention Centre was strategically developed to host the high-profile Non-Aligned Movement (NAM) and Group of 77 (G-77) summits which took place in January 2024.
Shortly after the summits, President Museveni praised Dr. Sudhir Ruparelia for the outstanding performance of the National Organizing Committee (NOC) in successfully hosting the events.
“I thank Dr Sudhir, Nakyobe and her team as well as the super supervisor Nakadama, Nabbanja and everybody who was involved. Thank you very much,” President Museveni said after the summits adding that Uganda managed to get impactful people like tycoon Sudhir Ruparelia by rejecting sectarianism of religion, tribe and race.
However, his influence has not been without controversy. Critics argue that such proximity to power creates an uneven playing field, giving established tycoons like Sudhir an advantage over emerging entrepreneurs. In response, Sudhir has often emphasized merit, hard work, and reinvestment in the Ugandan economy as the foundations of his success—not political favouritism.
His relationship with Uganda’s government remains a key factor in the continued expansion of his vast empire, shaping not just his fortune, but aspects of the national economy itself.
