Hon. Francis Mwebesa, Minister of Trade, Industry & Cooperatives, officially inaugurated the first Uganda Sugar Industry Stakeholders’ Council, established under the Sugar (Amendment) Act, 2025, a milestone in strengthening governance, innovation, and inclusiveness in the sugar sector.
The Minister outlined the Council’s core mandates, including licensing oversight, development of a Sugar Industry Master Plan, ensuring equitable pricing and revenue sharing between millers and out-growers, market monitoring, dispute resolution, and promotion of technology transfer.

Hon. Mwebesa emphasised that the Council bears delegated responsibilities from farmers and millers, urging members to exercise their powers judiciously and diligently. He noted that the two-year tenure offers opportunity for broader participation and transparency in sector leadership.

Cabinet has directed the Ministry to submit quarterly reports on the Council’s performance, ensuring continuous policy guidance. Hon. Mwebesa further instructed the Council to assess halted projects, validate licenses, and promote competitiveness while curbing monopolistic tendencies.
With these remarks, the Minister declared the Uganda Sugar Industry Stakeholders’ Council officially inaugurated, marking a new era of structured growth and sustainable industrial transformation.
