President William Ruto has reshuffled his government, introducing 14 new Principal Secretaries. Prof. Edwin Kisiangani, formerly in the ICT Ministry, has been reassigned as Senior Economic Advisor to the President. The changes signal a strategic shift in leadership and policy direction.

In a statement signed by Head of Public Service Felix Koskei, President also moved a six PS across government departments. Education PS Belio Kipsang was moved from his long-serving position and will now head to the Ministry of Interior.

Immigration PS Julis Bitok has been re-assigned to the Ministry of Education to replace Kipsang.

Other re-assignments include:
1. Ismael Madey – Moved to the Ministry of Public Service, Human Capital Development & Special Programmes 

2. Harry Kimtai – Moved to the Department of Mining to  Ministry of Mining, Blue Economy & Maritime Affairs 

3. Elijah Mwangi – Moved to the Ministry of Sports

4. Teresiah Mbaika – Moved to the State Department of Aviation and Aerospace Development, Ministry of Roads of Transport.

The 14newly appointed PSs include:

1. Dr Jane Kare Imbunya – Ministry of Public Service, Human Capital

2. Regina Akoth Ombam – Ministry of Investments, Trade & Industry

3. Mr Cyrell Wagunda Odede – Treasury & Economic Planning

4. Dr Caroline Wanjiru Karugu – Ministry of East African Community (EAC) Affairs & The ASALS & Regional Development

5. Dr Oluga Fredrick Ouma – Ministry of Health

6. Mr Ahmed Abdisalan Ibrahim – Office of the Prime Cabinet Secretary

7. Ms. Judith Naiyai Pareno -Office of the Attorney General

8. Dr. Bonface Makokha – National Treasury

9. Prof. Abdulrazak Shaukat – Ministry of Education

10. Mr. Stephen Isaboke – – Ministry of ICT

11. Mr. Michael Lenasalon – – Office of the Deputy President

12. Mr. Fikirini Katoi Kahindi – – Ministry of Youth Affairs and Sports

13. CPA Carren Ageng’o Achieng – – Ministry of Labour

14. Mr. Aden Abdi Millah – Ministry of Mining, Blue Economy & Maritime Affairs 

Five of the PS who were fired got soft landings in the diplomatic community as Ambassadors, Consulars, and heads of Mission. They are

1. James Muhati – Ex-PS, State Department for Economic Planning – now Consul General in Guanghzou, China

2. Abdi Dubart – Ex-PSs, East African Community Development – now Consul General Arusha, Tanzania

3. Eng. Peter Tum – Ex-PS Sports, now Ambassador in the DRC

4. Alfred K’Ombundo – Ex-PS,State Department for Trade, now Deputy Head of Mission, Brussels

5. Geoffrey Kaituko – Ex-PS, State Department for Labour and Skills Development, Deputy Head of Mission, Rome, Italy
