Luwero District became a hub of political mobilisation as leaders of the National Resistance Movement (NRM) engaged youth, sub-county leaders, and party stakeholders ahead of President Yoweri Kaguta Museveni’s campaign launch on Tuesday, 30th September 2025.
The engagements were held at two separate venues: youth leaders met with party officials at the Luwero Community Centre, while party chairpersons and other senior leaders convened at the Luwero Diocese Guest House.

At the Community Centre, youth leaders raised concerns over long-standing promises of transport support for sub-county and youth leaders, noting that several initiatives had been delayed for over five years.
In response, Hajji Haruna Kyeyune Kasolo, the newly elected NRM CEC Vice Chairperson for Buganda, showed immediate support by pledging and handing over six motorcycles to Youth League and Youth Council leaders from greater Luwero to facilitate mobilization and participation in government programs.
Kasolo also called for accountability and responsibility in the management of development funds. He reminded them that Luwero is historically regarded as the “Mecca of the NRM”, urging young people to protect the legacy of the Movement.
He cautioned against supporting opposition candidates, saying: “You cannot send Satan to God. Those who abuse the government will never fight for your schools, roads, or livelihood projects. At the end of the day, it is you, the common people, who lose.”
He also warned against drug abuse and alcoholism, urging youth to seize opportunities in government programs.
Kasolo announced additional youth empowerment initiatives, including a Bajaj boda boda loan scheme, which allows youth to acquire motorcycles with a small upfront payment of UGX 500,000 and gradual repayment over two years.
He highlighted that Uganda’s stability under President Museveni enabled the country to host AFCON 2027, linking peace and political stability to national achievements.
Hon. Rose Namayanja, NRM Deputy Secretary General, encouraged youth to actively support NRM structural leaders and President Museveni, citing her experience founding the Luwero Youth Forum in the 1990s.
She emphasized that youth participation and follow-up are critical to ensuring government programs achieve their intended results and announced that the President’s campaign in Luwero will be led by a youth task force, which she will personally head.
Other youth leaders, including Simon Peter Kawesa (NRM Youth League Chairperson) and Allan Waiswa (Youth Council Chairperson), called for transparency and accountability in the use of government programs and funds.
Kawesa highlighted the need for proper follow-up of initiatives such as the Emyooga program to ensure they reach intended beneficiaries.
Waiswa urged harmonisation with NRM-leaning independents to prevent the opposition from winning key positions, while also advocating for youth participation in financial literacy, skills development, and other livelihood programs.
Both stressed that youth involvement in parish and sub-county decision-making is key to successful empowerment programs.
Meanwhile, at the Diocese Guest House, Kasolo urged NRM leaders to intensify mobilisation for both the party’s flag bearers and President Museveni. He emphasised that every sub-county, parish, and village must be fully activated, with youth, women, and opinion leaders playing a central role in influencing voters.
“Our message must reach every household, and every supporter must feel part of this historic mission,” he said, calling for unity among party members, including those who had previously supported opposition parties.
The rally concluded with a call for full mobilisation ahead of the 30th September campaign launch, highlighting the importance of youth and leaders working together to secure victory for President Museveni and all NRM candidates in Luwero.
